Pennsylvania’s top environmental regulator is stepping down. StateImpact Pennsylvania’s Rachel McDevitt reports Patrick McDonnell oversaw the state’s effort to join a climate program targeting power plant emissions.

The western Pennsylvania native started her journalism career with the CBS affiliate in Bridgeport, West Virginia. Rachel is a graduate of Temple University.
