Gov.-elect Josh Shapiro selected Montgomery County Commissioner Dr. Val Arkoosh on Wednesday to be the next secretary of the Pennsylvania Department of Human Services. WHYY’s Kenny Cooper reports she already has plans on how to improve the department.
