A federal oversight agency released its final report last Tuesday on the 2019 refinery explosion in Southwest Philadelphia. WHYY’s Susan Phillips reports it recommends the EPA strengthen refinery regulations.

A graduate of Columbia School of Journalism, she earned her Bachelor's degree in International Relations from George Washington University.
