Local, county, and state officials are touting the success of the city of Chester’s “Partnership for Safe Neighborhoods” in lowering gun violence rates. The program is meant to identify individuals who are causing the most harm and connect them with community resources before making arrests. WHYY’s Emily Rizzo reports.
